In the last 10 years I have driven tens of thousands of miles in Mexico without observing this. There are cars with headlight problems that's for sure but it is not that they are not turned on. Mexicans are humans also and they need and want light to see by.

The class of people who commit crimes is the criminal class. The only place I have ever had parts stolen from my VW vans was in Lake Tahoe, California. That is hardly an area known for poverty and hunger. Drug and alcohol use is a better predictor of crime than is economic status, at least in North America. Mexico is our neighbor and friend. Please don't be an ugly American.
