Do what I used to do when I owned my 79 Audi 5000 Diesel with bad compression. Carry a long extention cord and plug into the outlet by the door of the office building!!!

I have had my 82 Westy Diesel for 5 years now. The cold start knob must be out when below 30 degrees. She will turn over but very rough running until I pull that out. So I always pull it out first. My manual says to

pull first, Jetta D must be different injection pump?? Or different opinion of the guy who wrote that manual?
