When the ETKA program first came out, they did not have the hardlock requirement to run the program. These early programs were (I believe) only available in Europe.

The ETKA program I have at work (legally, it's the Dealer) uses the hardlock. George's description of the hardlock is correct. It plugs into the printer port before you connect the printer cable and won't run without it.

The ETKA program that was on the internet was an early version with a US update and didn't require the hardlock. This version was out of date (they are updated 10 times a year). Unfortunately, when I installed the old version, I attempted to update it to current and now it won't run without the hardlock, DOH! Needless to say, I just deleted the 220MB file.

A few weeks later, my boss gave me a hardlock so I could use ETKA at home. Now I have current info.
