And will you tag all of our syncros, which get 16 mpg, much less than
a lot of the SUVs?  Except for the recent Caravana expedition, I
drive my syncro on the average of a weekend a month, meaning I
probably consume much less fuel than a 1980's suburu used for 2-hour
commutes from the central valley.

(The article mentioned above shows a Suburban being tagged.  It gets
18 mpg on the freeway, 14 city.  Comparable with a syncro westy.)

My boyfriend drives a 3.0l BMW X5, which gets about 20 mph highway.
He uses it primarily for getting groceries and going skiing.  He
walks to work and takes public transit most other places.  Gonna tag
him?

Why not lobby for better public transit?  For a decent rail system in
the U.S.?  (Ever been to Europe?)  For public funding for alternative
fuels and electric vehicles?  For emissions laws with less loopholes?
That seems much more constructive.
