If people shine their high-beams at you you're going to be annoyed. The HID systems put a lot of light on the ground, so you might be more annoyed than by a regular headlight -- but the basic problem is the rudeness of the driver, not the brightness of the headlight. And of course we've got a lot of people in our own little group running both high- and low-beams with something like twice the normal output...now if the HID systems are causing distress when on low-beams, *that's* a testimony to the lousy US specs for light pattern. The E-code pattern will avoid that completely except for the few moments when a car is overtaking you.
