No, it only slows down the flow through the core -- there's still pressure on both sides of it. It doesn't even completely stop the flow.

Yes, but you'd have to install it (on both legs of that circuit). You can pretty easily take off the hoses and plug them at the heater end, though. I made plugs from Corian with a lathe, but that was just because it was easy for me. I can measure their diameter, though, if that's useful to you. They came out when the Wilfymobile brought my new core.
