I have owned and worked on many Volkswagen Diesels. I too have looked for the cheaper alternatives to expensive tooling. I use a Craftsman 1/4 inch drive 11mm deep socket as a timing pin for the injection pump. It fits through the small hole in the timing belt sprocket and into the injection pump support bracket. It is not a tight fit, but the fit is the same as the high dollar pin that VW uses. I use a piece of flat stock steel 3/16" X 6" long as a camshaft timing tool. 3/16 inch thick is a really close just file the edge a bit for a perfect and smooth fit. It also works great for keeping the cam from turning when tightening or loosening the cam sprocket bolt. I broke down and bought the pump timing fixture that holds the dial indicator and measures the lift of the Cam plate and plunger within the injection pump. Some sell for $120 or more. I bought mine through BUGPACK products Part # 700999 for about $65-70. It works very well and the kit includes a metric dial indicator, indicator extension, indicator fixture that threads into the hydraulic head of the injection pump and a nice case to secure and kept it safe.
