A few years ago General Motors had trouble with their power steering racks.
When it was cold out they were hard to turn because the piston seals would
shrink enough that the fluid was retuning to the reservior without providing
all the power assist. When they warmed up they were fine.

Wonder if there is a slight connection here with my -8F loss of assist?
