Perhaps one way to deal with issues like this: First, approach the party with whom you have the issue or complaint. Second, if the response is inadequate, then share with the larger group - of course with some sensitivity and care. Sometimes there is an "intermediate" step that can be taken in appeal (for instance, to a business owner). "Speaking the truth in love" is a Biblical concept, as is keeping the circle of complaint and confrontation as small as possible, widening it in deliberate steps. I hope that even those who don't share my convictions about the Bible will recognize some value in that approach. Trying to care for people enough to extend respect and opportunity to explain themselves (we don't always see the entire picture from our perspective) or correct their behavior (we would want the same opportunity, and we too make mistakes) does not mean we are allowing a bad behavior to run rampant. It is usually much easier to go from gentle to stern than vice versa. And I have observed that adversaries often soften and come to understand your perspective through this kind of consideration shown. But I would defend the right in some cases to publicize the problem if those principles are followed.
