Mark,
What I would do is;
Disconnect the bottom of the cable, from the box, disconnect the cable
at the speedo, and blow some aerosol carb and choke cleaner down the
cable.
Carb and choke, will clean just about anything, especially old caked up
grease, or heavy oil residue.
