In my experience the glue comes off with the decal. This may not happen with some decals using different adhesives, however.

Even if it does come off, there's often a bit of adhesive which over time has oozed out from under the decal, and will remain as a black raised outline. Easy to deal with...alcohol. Don't use 2-propenone (=acetone) without testing it on the paint first...tried this on my 75 Passat (repainted). Took the paint right off.
