You might want to check the resistor continuity for fan speeds 1 and 2 (connect pin, not electric source) and other end to ground. If there is none, it will likely be the thermal fuse that allows for speeds 1 and 2. I replaced mine from Radio Shack with an equivalent fuse for about 50 cents and about 30 minutes of my time. It has now been 14 months and going strong.
