How do I work the windshield washers on my 84 Vanagon?

I know this is silly - but in owning this thing for over 6 months I
just now discovered where the fill tank is (under the rug, by my left
foot). I tried pressing in on the steering column arm w. the wiper
controls and
nothing happened.
