You take the steering wheel off and look at the brass ring that forms the rotating contact. If you're lucky it will be dirty. But since you're not (that) lucky, it will in fact be worn through. I don't think they're very expensive from the dealer, but I've rebuilt one better than new with a circle of small brazing rod, silver-brazed on and ground flat.

david ps -- don't wait around, I think the ring can tear up the fixed contact under some circumstances.
