If as I suspect the gauges themselves are the same, swap them.  Failing
that, take the existing one apart (no fun) and get somebody electronic to
fix it -- it's a lamp-test function that's supposed to operate for a few
seconds after power is applied.  I suspect that replacing the electrolytic
cap will do it, but that's just a semi-educated guess -- and you still need
to take the blighter ever-so-delicately apart.

If it's an '85 panel, it will have a cavity in the speedometer for the
dynamic oil-pressure warning circuit board -- but no board.  I believe the
circuit foil has contacts going over there, but has been jumpered at the
factory with one or two little staples to pass the sender signal straight
through to the LED.  If that's the case you can take the board from your
other speedo and use it after removing (carefully!!!) the jumper(s).
