Fill your new fuel filter with diesel, and, if you are getting power to the glows, she should start fine after a few seconds. If it still won't start, have someone crank while you loosen the hard-line union, 1/4-1/2 turn, at each injector until fuel comes out. If it still won't start, something is amiss: pump or valve timing, bad compression, worn pump,....
