actually, it's easier than that .. the key-only locking seems to be related to the big brass-colored part that you can see when you open the door .. it's held in by large phillips screws. swap that out and the locking changes, but you do NOT have to rekey anything!

i made the swap on my old 80 bus (when vw changed the locking mechanisms on the 82 buses to keep kids from opening the doors, from inside, even though the button was pushed down) and it was a simple five minute fix. :)
