Unfortunately, all we know is that fuel is present at the filter, but not making it to the engine. There is also a peculiar "pop" sound that, once it occurs, fuel magically makes it to the engine.

That's why I responded with first checking the fuel relay (another listees suggestion) and also checking the charcoal canister, which, when faulty causes a vacuum in the tank the does not permit the pump to suck fuel.

I'm leaning towards the latter simply due to the popping sound...

Sorry, I'm lost. We're talking about a situation where there's fuel pumping through the ring and right back into the tank...aren't we?
