A company called Danhard makes combination 12V/110V air conditioning units. The compressor run off the engine when the engine is running, and off the 110 when plugged in. (Or these might be two separate compressors. I'm not sure.) The system is called "Starcool".

Their web site is here: http://www.danhard.com

They've created a kit to install the system in the rear closet of the Eurovan camper; perhaps it would be adaptable to the Vanagon. Pictures and description are here: http://www.danhard.com/euro.htm

Sportsmobile offers these as an option in their camper vans - that's where I just heard about it. Their description of Starcool is here: http://www.sportsmobile.com/options/options.htm

The big down side is the price. Sportsmobile charges $1849 to add this to one of their vans. Danhard sells the Eurovan kit for $2225.42, and estimates that professional installation would be another $400 to $600.

I'll probably just stick with my $9.99 fan from Wal-Mart.
