Actually no. A Bourdon tube is a flattened metal tube curved almost into a circle. When pressure is applied it uncurls (a little) which moves the free end of the tube. That motion is magnified by the linkage to the pointer.

In point of fact the working fluid may never get to the gauge itself -- depends on pressure vs length and diameter of the feed line vs volume of the Bourdon tube.
