I bought my 90 WEsty Syncro in Colorado and brought it back to
California.... It had a 48 (?) state certification... nic California.... but
it passed easily.... I think it has more to do with how well the engine
runs...  is in.... tuned up lately? still have the catalytic converter? O2
sensor? ... if the engine is running good it will probably pass...
