The actual VW name for this part is "oil deflector". It is a rectangular plastic shield that mounts beneath the cylinder head cover to reduce oil splashing. I think the actual purpose is to reduce the amount of oil that is expelled through the breather system and into the intake. On Vanagons, it may also help reduce the amount of oil that the lower side of the cylinder head cover gasket has to deal with, possibly prolonging its life.
