It ought to be simple enough to do, and clear PVC hose should be fine as a replacement (most likely the original is also PVC).

The Vanagon is aerodynamically designed to keep the back window cleaned. I never needed my back wiper except to clear rain when stopped. The window never collected dirt or wet-road spray.

This is where Japanese vans fall down... they all seem to filth their rear windows up very quickly.
