My '87 Westfalia was purchased in Grand Junction, Colorado and driven back to California. I smogged it here with no problems whatsoever. It has a label from the factory stating that it meets CA emmissions standards, BTW.

I believe VW at some point engineered their vehicles to meet the most stringent emissions requirements that would be encountered in the USA, which are in California. For the Digifant-equipped Vanagons (86-91), there should be no problem smogging it. Not sure about the Digijets, though (83.5-85).
