These were thin steel sleeves crimped over the cap. The cap seals (using an O-ring) the same way a cork does, by pressing on the sides of the fuel rail -- so whatever you rig only has to keep the cap from flying off, not apply pressure to it. With 40 psi in the system I doubt if there's more than 15 lb or so pressure on the cap. I have used with complete success a regular band clamp with the edges staked down in several places -- looks nasty though. If you have access to a lathe you could turn a clip from aluminum or whatever that would slide on and lock the cap in.
