Sounds like you need a new wiper relay.  Get em at one of the VW/Vanagon
specialist sources >$10.  The Bentley manual has pics of all the different
relays and their locations.

The wind shield wiper's will not work in the intermittent mode or on the
slow speed ,but it works in the fast speed and it will not return to the
off position. Or it stays were ever it is turned off .
Could this be the wiper motor or is it a bad switch.
