The weep hole is there to vent the space between the seal assembly and the bearings. This is needed as a slight leakage is normal and this leakage will destroy the bearings in a short time. Different people have different luck as to the life of water pumps. I used to go every 45K or so on my 87 Syncro. Last ump was at 96K on way from NY to Alaska. At 132K I changed to the Prestone Long life Antifreeze. That pump is still in there now at 177.5K. BTW, I still have my original head gaskets.
