The solution to your instrument cluster and headlight problem may be fairly simple.

I have experienced a similar problem twice over the years with an '85 and an '87.

Under the dash, slightly left of the steering column, above the fuse block is a large multi-point ground connector that is attached to the inside body. Included on this multi-point connector are the ground wires for the lights. Corrosion at the connections can cause the symptoms you are having.

To access the ground connections, remove the large mounting screws for the fuse block and drop it down for easier access to the connector. Pull off the connectors and clean them and the connector block with some sandpaper. The space to work in is tight, and big hands like mine make the job a little tough, but in about 15 or 20 minutes you should be able to solve your problem.
