There are two legal ways:

- Letter of conformity from Volkswagen which is no longer available.

- Go through a US government appointed "registered importer" who will bring
your Canadian spec van to US specs.  Costs start at about $750 USD for this
service plus any mods they have to do.  Shop around and get some pricing
first on this one!
