There is no problem in getting the non power racks. I have these, new ZF, for $299. I think you will also need a steering coupler to get this to work. And the older ones had a bigger steering wheel for the "armstrong-steering" method. That is all that you need as far as I know. I had a '84 with no power steering that I put a 2.1l Vanagon engine into. That thing was noticeably more powerful than other 2.1l Vanagons that I had driven with a power steering pump. Just FYI.
