Both extremes can be a problem: Replies without any of the original message are often incomprensable. This may be because too much time has gone by since the original message or a reply is being made to a message that was sent privately and never appeared on the list. Including a long original message with a reply is usually a waste of resources, reading time, download time, and storage space. We must snip but snip reasonably to keep the list a good experience and retain members who can make valuable contributions!
