Thanks again to all who sent advice. I made two interesting discoveries investigating my problem that I thought I'd pass along since others are having similar problems. Discovery #1 Corrosion on 02 sensor wire, the third wire on the 02 harness (black one) comes from the sensor with a female flat spade connector, and going to the ECU is also a female flat spade connector, they are joined by a double ended male connector. When you pull the connection apart you will see one male and one female connector, but I got curious and peeled the boot back going toward the 02 sensor, I found the female connector to be slightly corroded, and with computor signals any corrosion is bad news. So I crimped and soldered an new connector and for good measure I even applied a bit of silicone dielectric grease to prevent corrosion. Seems to run better, but I think the idle stabilizing valve fix "might" of been my main culprit.

Discovery #2, Air intake hose collapsed. While removing the plastic panel just forward of the right tail light that hides the Idle Stabilizing valve relay, and which your air intake hose passes. I found the hose going up into the van body to be bent at a sharp right angle and pinched closed, How the old waterboxer was able to breathe I don't know.
