I don't know if this could be your problem but after reading about it lately I replaced my o2 wire on my 84 1.9. It's been plagued with surging idle, poor fuel mileage and ran real rich not all but most of the time since I got it last August. With the old wire in hand I determined that yes it is a coaxial wire, it has a shield that keeps out rf noise, and at the sensor end the inner insulation was hardened and cracked and the inner conductor was shorting to the outer grounded shield. This was hard to see because both of the insulations were green and they blended together. That caused a constant 0 on the o2 signal and as I understand it that means lean and give it more fuel, and it did. It's cold here in Ohio so I didn't spend much time adjusting the misadjusted mixture but it ran oh so much better at all speeds and conditions. Smooth constant idle and more lowend pulling power.
