I don't think so, I understood it to be an issue of them being lower because what your trying to get away from is the light reflecting (not refracting) off of the vapor particles and into your eyes. What you want is the light to illuminate the ground right? Well, the higher the lights the more water vapor (fog) the light has to travel through to get to the ground, and this increases the light that gets reflected back into your eyes. When they are low, they have be pointed down much less, so the light passes through less vapor to get the light to the ground and you see more road and less reflected light. So, when they are low, the light that is reflected, is reflected back at the lights and at an angle that puts the angle reflection further away from ones eyes.

AS far as my very exotic "refracting seat" goes, I'm honestly not sure if I was going for "retracting" or "rear-facing"? But a refracting seat it's not, sorry to say (at least much anyway) .
