I think it should be a factory recall. All those flaps are held down by the power of a steel spring. Which will rust soon and break when you lift the flap. If it was stainless steel, which would have added $1.00 to the purchase price of the car, none would have been missing. Since it was designed that way, you could say that all those flaps fall off by design.
