Andrew, The small amount of rust you see is the tip of the iceberg! The majority is on the inside hiding behind the trim panel. I got to my 84 gl before any perforation took place. There have been a couple of posts where owners have replaced the entire side panel. Yes it looks like a big job but it's possible. You could get it patched or replace the whole panel. It depends on what you want. I do my own work and don't like rust either but I have no idea of the costs involved.

So I can't repair rust but I'm thinking of selling my Vanagon for an 84 Wolfsburg Westy. Any thoughts on the Wolfsburg? I'm not familiar with them.

Apparently it's in good condition, I've inquired, but there is "Small amount of rust on lower panel drivers side, small spots around 3 windows". I was wonderin if anyone could give me an estimate of what it could cost to have this rust repaired, seeing as I'm not a big fan of rust. You'd think I'd learn how to eliminate it...
