I see people on the different VW lists talking about poor oil pressure at Idle, and decent at higher RPMs. I had the same problem with a non-VW and I found the trouble. It turned out that a small peice of junk got into the oil pressure valve and would not allow the valve to come closed. If I reved the engine, the pressure would rise to normal. When at idle the light would stay on bright. I pulled the pressure valve and removed the junk and all retuned to normal. In the type 4 and wasserboxers the oil filter should catch all the junk, but may not. In a type 1-3 there is nothing but a screen, it does not take much to lodge n the valve and hold it open. Look into this, it may not be a bad engine and this is easy to pull and clean on a VW, it was harder in my case.
