I do not think the short shift kit will help your situation, all it is able
to do is shorten the throw of your shifter. This makes your Van a lot easier
to drive. Matter of fact they tell you to make sure your shifter is working
properly before you start the conversion. Search the Vanagon archives as
there was quite a lot on this last month or so. You must try asking the list
if anyone knows what parts are needed to fix your problem.
