MR,
Yep that's the stuff.
The reason it's coming off is someone didn't prepare the area with
course enough paper prior to application.
No gripation.
Sure,you could try sand blasting it off, if you have access to a good
pressure feed unit, but this process is so darn filthy, (gag, cough )
and if you have any thin spots in the lower section, the possibilities
of blowing through the panel are pretty good.
At least with the DA you have some sort of control of what your
removing.
The only down- side to DAing it is, the urethane will keep "balling"  up
in the paper as you sand it off, making for allot of disc changes.
This is one of those-- "No simple solution"  deals.
