It is most likely the thermostat. If you let your bus idle in the driveway for 15 minutes does the temp go up? Now if you drive around does the temp go back down? If so then your thermostat is busted. How old is the thermostat? They are cheap and not that bad to replace. It is probably easier to replace the thermostat than it is to check the heater cores for clogs anyways.
