I believe you refer to Billy Midol. He's the one who, while experimenting with his Mother's beauty equipment, got a hot hair curler stuck on his upper lip.

By the time he was able remove it, he had perfected two of his main performance attractions. They are: the curled upper lip, and most importantly, his Rebel Yell.

Yeah, still dancing by his elves. And I'm sorry for the waste of bandwidth I've caused.
