I think it is futile to compare insurance rates across the country when everyone's situation is different. Your rate depends on number of vehicles, type of vehicles, teenage dirvers.... The best thing I did was to insure the Westy as an RV. If your company doesn't do it, find one that will. I opened a separate policy with Progressive for this reason.
