eBay will invoice your credit card account for the high bid.  When you tell
them the high bidder backed out, they will contact him.  Unless he has a
really good story, they will cancel his account.  That is, of course, unless
you simply pay the commission on the sale you didn't make.

Second and third bidders, obviously, are under no obligation to honor their
bids, nor are you obligated to sell to a second place bidder.
