Thermostat is cheaper but very doubtful at fault since your heaters are working. If your rad is 21 years old it is may be clogged and coolant doesn't run thru it. If you bled it did coolant come out thru bleeder outlet on top of rad? Leaks? Leon 85 Subwagen Westy
