I think rear fogs are legal on both sides - I have them on my US spec. 88 Jaguar. However they're down low in the bumper, separate from the main taillights so less likely to be confused with brake lights. I think manufacturers usually only put one rear fog in when they are integrated into the main taillight assemblies. In England (where fog is not unknown) it's a real pain when the rear fog is in with the main taillights because you don't notice the brake lights - they ought to have the centre brake light like the US.
