When I was using Passat 15 inch steel wheels, I had stock Jetta wheel covers that were gear shaped and went very well on a Syncro using BFG/AT’s (215/75/15C). Like you said, the fronts go on with no modification, for the backs, I cut out the center VW emblem and used a rubber rear shock tower boot left over from a Scirocco I had. The cone shaped boot has a lip at the base that when pushed through from the back and contact cemented in place results in a good looking, good working solution.
