I want to say that I have an 85 Vanagon with a gutted cat and it not only
passed emissions but it was way low in output. My Van has 177K with no known
rebuilds. If your engine is running right, it will pass with or without the cat
even being there at all. If it is not passing, look for the cause of the
problem, not a way to mask it.
