It would be difficult for that to be anything but a sensor problem. Measure the output voltage with it connected and disconnected. With the sensor disconnected it should go below a half-volt on closed-throttle deceleration, and should go above a half-volt on WOT.

And therefore immediately suspect anyway. Maybe got poisoned with some antiseize compound, maybe bad from the factory, maybe flaky connection?
