Well, I understand that your concern, Phaedra. However, at any of the locations you mention, Hotmail is always available. Baring a technological filtering solution, the responsibility must shift towards the listee preparing for a trip by registering a Hotmail etc account, and doing a list subscribe to that account. The risk to current listee's employment is much greater than the risk of losing prospective listees, or to travelling listees. Closing the list is not such a bad thing for the travelling listee. They can subscribe at home or work and at Hotmail. Ignore the hotmail account, and it will eventually be terminated. It's free, and it's globally accessible. The only problem with the Hotmail account idea, is who's going to pay the tax that the Gov't is supposed to be about to lay on email messages, (to protect the US post office? ;>)) ? This was widely discussed on the list a while back.
