Yes it would work. As long as Hotmail and other free mail services exist it will continue to work just fine.

It's also possible to retrieve your regular mail from anywhere on the planet (possibly excepting China, Iran and similar places who filter *everything* that goes by). You need access to a mailer and to some basic info about your own mail server. To send mail this way also requires knowing about the outgoing server at the place you're doing it.
